Resin producers have polymer wastes resulting from emergency dumps of their reactors and auxilliary equipment. Resin producers, fabricators and converters all generate wastes from off-grade products, spillage and equipment cleaning. Fabricators and converters also produce waste from trimming, moulding and forming operations. Certain of the smaller fabricators and converters do not find it economic to employ in-plant reclamation. In such cases, independent reprocessors collect, grind and blend these wastes for recycling as a secondary resin.

Owing to factors such as geographical dispersion and contamination not all these wastes can be realistically considered as substitutes for primary materials. Further adjustments are therefore necessary to derive quantities of secondary materials which can be considered as practically available for recovery for use in energy saving calculations. This is undertaken in Section 7 after considering alternative recovery approaches. 38 4. 1 Introduction The waste materials arising in municipal refuse are available for recovery either as secondary materials or as feedstock energy.

3 Energy Recovery The alternative to the recycling of combustible materials (plastics, paper and rubber) is to burn them for their direct fuel value. Energy has been recovered for many years from untreated domestic refuse by way of the hot combustion gases generated by direct incineration methods. More recent approaches to combustion of municipal waste with energy recovery have been to convert raw refuse into more conveniently handled fuels in solid form. Refuse Derived Fuel (RDF), a product which stores the energy value of municipal waste for burning, is the area in which most development work has been undertaken.
