The Owner’s Engineering Consultant, in short, will need to balance its obligation to represent and protect the interests of the Owner in terms of the Design-Builder’s satisfaction of the program requirements while, at the same time, not exercising an overly intrusive or dominant role over the various activities of the Design-Builder.

Design-Build does not require or depend upon the transfer of all risk from the Owner to the Design-Builder. Hence, what can we learn from the Design-Bid-Build experience on subsurface projects that will assist in achieving these two overriding principles in Design-Build subsurface projects?
